Enhancing Landscape and Ecosystem Management across Chumukedima–Niuland and Peren district, with DAN as Project Facilitating Agency.

Project ELEMENT (Enhancing Landscape and Ecosystem Management) is a World Bank–funded initiative of the Government of Nagaland, being implemented across two project locations: Chumukedima–Niuland district and Peren district. DAN's role spans facilitating Participatory Rural Appraisals, running community consultations, and training Village Management Committees in the financial and safeguard practices the project requires.

Our Approach

Three recurring activities are carried out at village level: Participatory Rural Appraisal (PRA) exercises to prepare each village's Community Land Management Plan; Culturally Appropriate and Participatory Consultations (Village General Body Meetings) to build community consensus; and training for Village Management Committees on procurement, financial management and environmental & social safeguards.

Participatory Rural Appraisal (PRA)

Three-day exercises facilitated jointly by District Coordinators and DAN's PFA experts, with village elders, women, youth and traditional leaders. Social and institutional mapping, resource and transect mapping, seasonal calendars, and problem-tree exercises feed directly into each village's Community Land Management Plan.

Culturally Appropriate & Participatory Consultation (CAPC)

Village General Body Meetings that introduce Project ELEMENT to each community, covering the project's scope and outcomes, the role of the PFA, and the process for preparing the village-level plan — concluding with community consensus and, in many villages, the formation of a Village Management Committee.

VMC Training on Procurement, Finance & ESMF

One-day sessions for Village Management Committee members and sub-committee representatives, covering the Environmental and Social Management Framework and procurement & financial management for VMC-managed funds, delivered through scenario-based and interactive learning.

What This Adds Up To

  • 25 distinct villages engaged across both locations through PRA, CAPC or VMC training (16 in Chumukedima–Niuland, 9 in Peren).
  • 14 PRA exercises completed, generating the resource maps, seasonal calendars and problem trees that feed each village's Community Land Management Plan.
  • 22 CAPC consultations held, securing community consensus and, in several villages, the formation of a Village Management Committee.
  • 8 VMC trainings delivered on procurement, financial management and ESMF, reaching 164 committee members across both districts.
